Plenty of UK dogs have polished off a bowl of leftover Weetabix, which is why this question comes up so often. The honest answer is that nothing in a plain dry biscuit is dangerous for a healthy dog without a wheat allergy.
The problems are practical rather than toxic. The biscuit carries added salt and sugar with no benefit a complete dog food does not already provide, and the usual serving comes soaked in milk.
Adult dogs often digest milk badly because many lose the enzyme that breaks down lactose after puppyhood. The classic result of a milky Weetabix breakfast is a soft stool by evening.

Weetabix with milk
This is the version most dogs actually get, and it is the version most likely to cause trouble. Many adult dogs are lactose intolerant, so the milk matters more than the biscuit.
